Sounds a bit too markety to me. How about something more like:
Hello, [person],
As an advocate of [languagename], you may be interested in a project I'm involved with called Wikipedia. It is a project to build a free encyclopedia in many languages on the Internet. It's a collaborative project, and anyone who wants to contribute can do so without even registering.
We would very much like to have a complete free encyclopedia in [languagename]. Wikipedia is already well-known around the world, with extensive versions in English, French, Spanish, German, Italian, Chinese, Japanese, and many more languages, including smaller ones such as Corsican and Low Saxon.
We really hope you can help us. At the same time, you'll be doing something good for [languagename], because soon a lot more information will be readily available in [languagename] on the Internet thanks to Wikipedia.

- Well, either way. If it *does* exist, then we need a set of instructions for that. If it *doesn't*, the thing to do is ask Brion to create it.
- I think the best idea is to ask people if they're interested first, and if they ask for more information, tell them all the stuff about how to get started. If they *are* interested, but a domain for their language doesn't exist yet, we can ask Brion to create a space for the language. Node
