I believe the third paragraph would more accurately describe APNG as a successor or replacement for MNG, not a competitor to it.
My reasons are:
- Despite being called "Multi-image Network Graphics", no current browsers support MNG
- The only browsers MNG was supported in were Netscape & Firefox
- Mozilla, the makers of Firefox, created APNG as a replacement for MNG

Hack
[edit]The simplicity of the format, plus the Specification Revisions, gives a feeling it's just a quick hack of PNG.
